Yes. All vehicles that park in any AirGarage facility must pay to park regardless of the space they park in, including Handicap spaces.
Many states and cities give vehicles that display a Handicap placard or license the plate the right to park for free on city owned property, including street parking.
However, no state gives Handicap drivers the right to park for free in off-street, privately owned and managed parking facilities.
